Textarea resize handle doesn't work when parent has transform-style: preserve-3d

Should be able to resize the textarea using the handle.

Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 68.0.3440.106 and on the latest canary 71.0.3555.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1

As the issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged. 
Note: Tentatively adding component "Blink>Forms>Textarea" please change/remove if this isn't apt.
