Chrome doesn't get error state from printer

Issue description

What steps will reproduce the problem?
(1) Connect to HP DeskJet 2655
(2) Place 1 piece of paper in printer tray
(3) Print a document containing 2+ pages

What is the expected result? The CupsPrintJobManagerImpl should be notified that the printer has entered an error state due to running out of paper.

What happens instead? The CupsPrintJobManagerImpl continues to receive the same state messages. PrinterStatus reason is NONE, CupsJob state is PROCESSING, and CupsPrintJob state is PAGE DONE. The status/state remains the same until the job is canceled or the error is resolved, at which point the state becomes CANCELED or DONE.
