Yana and I brainstormed and propose a slight variation on #1: "This language will be used when translating pages" We're hoping that this variation communicates that this is the target language (as opposed to the source language).

I am a little bit confused by the proposed screenshot. On ChromeOS (which is the only OS attached to this bug), there is already an explanatory subtext, see attachment. How does this relate with the proposal?

We actually need to show this everywhere where we have language settings, not just Chrome OS. The target language may differ from the UI language and will always be in the top spot for preferred languages. We want to clarify this to users. See 872096 for more context.
