Device crashes from long press on shelf app icon

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 11021.13.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.16 Safari/537.36
Platform: 11021.13.0 (Official Build) dev-channel scarlet-unibuild (dru)

Steps to reproduce the problem:
1. Long press app icon on shelf, not necessarily running app
2. Screen goes black on Chrome OS device
3. Chrome reopens, asks if should restore tabs

What is the expected behavior?
Expect to see the shelf menu for the app in question

What went wrong?
Crash. Often, but not always.

Crashed report ID: 

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? Yes Worked in stable, fails since switch to dev channel a month ago

Chrome version: 70.0.3538.16  Channel: dev
OS Version: 11021.13.0
