Restore Recently Closed Tab Keyboard Shortcut no longer works with Dvorak layout (DQ) on MacOS

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36 Steps to reproduce the problem: 0. Be in MacOS with Keyboard "DQ" (Dvorak + Command Qwerty) active and open Chrome 1. Navigate to your favorite reliably-loadable website (e.g. www.google.com/flights) 2. Close the tab (command+w) 3. Realize your mistake and try to un-close the tab (command-shift-T) 4. Slam fist into desk as a brand new tab opens rather than the recently closed tab What is the expected behavior? See step 4: new tab opens rather than previously closed tab. (Note: when switching over to US Keyboard in MacOS, bug does not present itself and restoring tab shortcut works as expected. Bug is presented in DQ mode.) What went wrong? New tab opened rather than restoring recently closed tab. Did this work before? Yes pre refresh Chrome version: 69.0.3497.92 Channel: stable OS Version: OS X 10.13.6 Flash Version: Please do not make fun of me for preferring the DQ keyboard over the DV keyboard... shortcuts are easier with consistent command key presses between layouts.
