[MdRefresh] Themes look different in Normal Windows and Incognito Windows

Issue description

Chrome Version: Canary 71.0.3551.0
OS: Probably OS=All

What steps will reproduce the problem?
(1) Install the following theme https://chrome.google.com/webstore/detail/windows-blue/loadfilpjoddlloijbjmpekncgiaimih
(2) Open a Normal Window
(3) Open a Incognito Window
(4) Compare both themes Windows

What is the expected result?
Both windows should have the same look.

What happens instead?
Normal Window: NTB has a round Background and background tabs have Tab Shapes.
Incognito Window: No background for NTB and background tabs have no Tab Shapes.

This happens to most installed themes. Not sure if this caused by the way how a theme has been created.

Please feel free to close this issue if it is intentionally.

Themes can control normal and incognito windows separately.  Some of the differences here are longstanding, others are new in Chrome 69.  When adding more controls we generally tried to preserve previous theme behavior where we could, but that wasn't always possible.

So ultimately I'd say this is up to the theme author to address.
