System window borders broken for app windows

Issue description
Chrome Version : 70.0.3538.16
OS Version: Debian testing

What steps will reproduce the problem?
1. Right click on the tab bar and choose to use system title bar and window borders.
2. Open a site in its own app window by adding a shortcut to it. (See https://support.google.com/chrome_webstore/answer/3060053 for detailed directions.)
What is the expected result?
Until recently, app windows were using system titlebar and window borders too.
What happens instead of that?
App windows use Chrome's own title bar, which looks and behaves differently. For example, look at the screenshots:
- System title bar uses center-aligned title, but Chrome one uses left-aligned.
- System title bar uses a shade of blue background colour, but Chrome one uses grey.
- System title bar has a button to force the window to be always on top (the double upwards arrow near the top-left corner), but Chrome one doesn't.
- I have configured my system to hide the window when double-clicked on the title bar, but Chrome app windows now maximize when double-clicked.

Unable to reproduce the issue on ubuntu 17.10 using chrome latest beta #70.0.3538.35. Attached screen shots for reference. Following are the steps followed to reproduce the issue. ------------ 1. Right clicked on the tab bar and chosen to use system title bar and window borders. 2. Opened a site in its own app window by adding a shortcut to it for ex. chrome remote desktop. 3. Observed that system window borders did not broke for app windows. reporter@ - Could you please check the attached screenshots and please let us know if anything missed from our end. Thanks...!!

Can you try a non-app site like cnn.com or theverge.com? I have attached a screencast of repro in the latest dev channel release (v71).

Unable to reproduce the issue on ubuntu 17.10 using chrome reported version #70.0.3538.16 as on right clicking on the tab bar and choosing to use system title bar and window borders, the system window doesn't look like as in the system-title-bar.png. The issue seems specific to OS-debian. Hence, routing the issue to inhouse team for further triaging. Thanks...!!

Same issue here in Xubuntu 18.04
Chromium uses CSD for PWA launched with the --app-id={appId} flag.
you can create your own shortcuts with --app={url} windows launched this way will respect your WM borders.
