Verified this issue on Windows 10, Debian Rodete & Mac 10.13.6 with chrome #71.0.3554.0 and observed the learn more(?) button in the ""Chrome://settings/payments" page, hence adding TE verified labels

Why is this critical for M70? Seems like we can wait for M71 for this. Please re-add merge-request-70 if you disagree and with more justification why this is absolutely critical. 

Hey Abdul,

This is a critical requirement for the Payments team's approval to launch project Butter in M70. But it's possible that Butter itself might get punted to M71 (we'll know next week). I'll get back to this bug and update next week..
