MultiDevice setup flow: buttons should stick to the bottom

Issue description

Chrome Version: head

Buttons throughout the setup flow (start page, password page, and done page) should consistently be on the bottom of the UI.

I'll take this instead of having Jordy work on it. The button logic must be shared with OOBE, which has its own custom buttons, so I'll wait until I'm finished integrating this with OOBE before taking this on.

This was fixed in https://chromium-review.googlesource.com/c/chromium/src/+/1232473/11/chrome/browser/resources/chromeos/multidevice_setup/multidevice_setup.html

I don't think the refactor in 884058 would affect this because the solution was to insert a <div class="flex"></flex> in the multidevice-setup element before the button-bar element.
