Every time when playing Youtube, the sound reverts to my internal computer speaker instead of external DAC

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Example URL:
any Youtube channel

Steps to reproduce the problem:
1. open Chromium 
2. play Youtube channel 
3. no sound out of external audio DAC

What is the expected behavior?
I am getting audio when using both Opera and Firefox, but NOT Chromium or Chrome browsers.  I am using Linux Debian and Ubuntu, by the way!

What went wrong?

Did this work before? Yes YES, previous versions of Chromium or Chrome, not sure which one

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? Yes

Chrome version: 69.0.3497.81  Channel: n/a

Seems like maybe another instance of PULSE_SINK changes.

As external DAC is not available to test this issue, hence requesting guidou@ for help in further triaging of this.

I pointed this out because this does not affect Opera or Firefox, but,
seems to affect Google Chrome and Chromium.  Also this has NEVER happened
before!
