Remembered passwords are not saving or syncing

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Submit a recognized login form
2. Click "Save" on the popup suggesting I save the password

What is the expected behavior?
Chrome should save my password locally and sync it to my account.

What went wrong?
The password is not saved nor synced

Did this work before? Yes 68

Chrome version: 69.0.3497.92  Channel: stable
OS Version: ubuntu
Flash Version:

Unable to reproduce the issue on reported chrome version #69.0.3497.92 and latest canary 71.0.3552.2 using windows 10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Signed into an account and synced the account to chrome.
3.Navigated to facebook.com.
4.Logged into the facebook account and saved the password.
6.Observed the saved password under chrome://settings/passwords.

Attached screencast for reference.
@reporter: Could you please review the attached screencast and let us know if anything is being missed here. Also, does this happen on every login form or is specific to any site.

Everything seems to be operating fine now. I'm not getting an error for the "Passwords" module Type at chrome://sync-internals/ which means passwords are syncing and auto-filling now.

Any info about what could have caused the error would be helpful, other than that I think this issue can be closed.
