Moving tabs is very hard

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Have 10-11 tabs open.
2. Open a new tab
3. Try to move it at the beginning

What is the expected behavior?
Easily move the tab

What went wrong?
I keep moving the tab outside of its "move" zone and it ends up opened in a new window and I cannot return it to the current one.
I find it very hard to move tabs and often times just give up on the task.

Did this work before? N/A 

Chrome version: 69.0.3497.92  Channel: stable
OS Version: OS X 10.13.6

I've heard a lot of Mac-specific complaints about moving tabs being difficult... maybe Elly knows what's up here.

UI Triage: Yep, we haven't seen this on other platforms. Leaving on Mac.
Confirmed it has been fixed in Chrome 70.0.3538.67
