Precondition: Pin some apps to the shelf so that shelf should be overflowed.

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/languages
(2)Click on 'Input method' and on 'Manage input methods'>> Check 'US Extended keyboard'
(3)Now click on ubertray and change the keyboard to 'US Extended keyboard' and try enabling and disabling of 'Show input options in the shelf'  and observe unnecessary flickering of app icons 

Actual: Unnecessary flickering of app icons is seen in shelf when enabling and disabling of 'Show input options in the shelf' with 'US Extended keyboard'
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M69

NOTE: Issue also seen in M70
