add keyboard navigation for selected media query toolbars

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. open http://getbootstrap.com/
2. open devtools and toggle device toolbar
3. select one the the media query ranges (i.e the orange bars)

What is the expected behavior?
After an item is selected, I'd like to be able to use the keyboard arrow keys to quickly move between the available media query ranges

What went wrong?
there is no keyboard interaction

Did this work before? N/A 

Chrome version: 69.0.3497.92  Channel: stable

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #69.0.3497.92 and latest canary #71.0.3555.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
