What steps will reproduce the problem?
(1)Go to chrome://settings/cupsPrinters page >>Turn off WiFi
(2)Reload the page and observe 'Add Printer' button

Actual: Unnecessary blink of enabled 'Add Printer' button is seen after page reloads
Expected: No such unwanted blink of enabled 'Add Printer' button should be seen

This is a Non-Regression issue seen from M-62
