Chrome on Mac sign on to sync prompts too large for screen with largest resolution

Issue description

Google Chrome	71.0.3550.0 (Official Build) canary (64-bit)
Mac OS X 10.13.6 

Steps to reproduce:

# In system settings, go to Display and set to scaled with the largest scaling on the left
# Launch Chrome Canary
# Before signing in, tap on the blank user icon to load first sign on to sync screen
Expected: way to get to the bottom of this screen via scroll or have it resize to fit
Actual: no way to get to bottom to see it

# After sign in, the larger sync prompt appears
Expected: able to scroll down to see it or tabbing down to the buttons will bring it up to be viewed
Actual: unable to see the buttons, therefore am blocked from using the prompt

The first case may be an easy fix by allowing the user to scroll. The second one is way more complicated as it requires us to add a scroll view to the native menu.

Re-assigning to Thomas.
I'll look into it when I'm a bit less busy with Unity.
