Web Share Target: Chosen target does not open any more

Issue description

Chrome Version: 71.0.3549.0 canary
OS: Android

What steps will reproduce the problem?
(1) Go to https://wicg.github.io/web-share-target/demos/sharetarget.html
(2) Add to Home Screen
(3) Open Chrome at any page. Menu -> Share, and choose Web Share Target Test.

What is the expected result?
Opens Web Share Target Test app, and the page shows the shared data.

What happens instead?
Nothing opens at all.

Seems to have regressed during the latest update. Note that I wasn't able to test whether this affects apps that were installed before the latest update (since as soon as I got the update, I deleted my test app and reinstalled it).
 
I will test again once the new shell APK is pushed to Canary channel of the WebAPK server. Thanks filing the bug! It is a nice test page:)

Share Target API v2 is looking great.

Is there any planned date about rolling this to stable? Wondering if I can implement this already.
#2: Sweet! I see Twitter have updated their manifest to the new API: https://mobile.twitter.com/manifest.json

#3: I'd like to see this in M71 but we can't be sure it'll go through. If you're developing a PWA, there's no harm in just implementing it and it'll start working once it rolls out in Chrome (and hopefully other browsers).
