Not Other Options in Three Dots Menu Except Open New Tab

Issue descriptionSteps to reproduce the problem: Chrome Duet design. Click the Trhee Dot Menu to open menu should has many options like Refresh, Open History, open settings. What went wrong? There is only one option: Create New Tab. Not any others.
