CrOS file manager: some Photo thumbnails are really poor quality (some not)

Issue description

Chrome Version       : 70.0.3538.7

What steps will reproduce the problem?
1. See attached

What is the expected result?

Nice thumbnails!


What happens instead of that?

The thumbnails in the top-left and bottom-right are good. The rest are really poor quality.

I suspect we're using an EXIF thumbnail for most of them. They may load quicker since the whole file isn't read, but we should always attempt to upgrade these thumbnails because they look awful.

The bottom-right photo is rotated, which is why it maybe got a better-quality thumbnail.

The top-left photo.. I dunno. It's possible I edited some of these in Google Photos.

The vast majority of thumbnails in this folder I'm testing look quite bad. It's a mix of photos taken with a digital camera and a smartphone.

The fix probably needs to happen in `ImageLoader` and will need to be fixed before we can use ImageLoader to generate thumbnails for the Gallery App, or it will have bad thumbnails too (but at least they will load in a reasonable timeframe?).
