with Chrome 71, cast attempts to Google Cast for Education consistently fail, producing error dialog

Chrome Version: 71.0.3550.0
OS: Win10
Google Cast for Education added and configured

What steps will reproduce the problem?
(1) try to cast a tab, to Google Cast for Education destination

What is the expected result?
- successful cast

What happens instead?
- error dialog displayed within Google Cast for Education window
- Chrome becomes unable to send feed"back (attempts keep failing with "Failed to send feedback. Retrying...

troubleshooting performed:
also reproduces with web UI (Harmony Cast Dialog disabled)
M71 (71.0.3550.0) + Chrome Media Router: 7118.910.0.0

Not repro with Chrome 70.0.3538.16 + Chrome Media Router: 7118.910.0.0

FWIW, I was't able to reproduce this with Chrome 71.0.3578.53 (Windows), mirroring a tab to myself.

Hi, is this an issue on Chrome side that affects the behavior of the extension?
We've been getting reports from our customers and not all of them are running in version 71.
Do we have any plans of investigating this further?
Your advise on how are we going to proceed with these cases will be very helpful as we know that this product is unsupported.

We continue to have an error when you attempt to create a receiver.  The cursor just spins and never completes the process.  We are on Chrome  70.0.3538.110.  Tried new profiles (Windows and Chrome), reinstalled extension.
