What steps will reproduce the problem?
1. Enable VoiceOver in Mac Settings
2. Go to http://www.popuptest.com/popuptest1.html
3. Observe the "Pop-up blocked" text animation in the omnibox to the right.

What is the expected result?

  The voice over should read the animated text out loud.

What happens instead?

  The voice over does not read the animated text out loud.



This issue also applies to the "Card Saved" animation. Reproduction steps are:
1. Install & launch chrome>70.0.3538.16
2. Make a new profile
3. Goto chrome://flags & enable 'enable-autofill-save-card-sign-in-after-local-save' flag & relaunch chrome
4. Go to https://dump-truck.appspot.com/usecase-cc/cc.html
5. Click on 'Fill with default values'
6. Click on 'Submit' button
7. Observe "Save card" prompt on top right.
8. Accept the prompt.
9. Observe the "Card saved" text animation in the omnibox to the right.


Just as the "Pop-up blocked" text, the "Card saved" text is not picked up by the VoiceOver.
