Chrome reopens minimized windows after restart

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. Close chrome with some windows minimized
2. Re-open chrome
3. 

What is the expected behavior?
Minimized windows stay minimized in dock after relaunch.

What went wrong?
All windows got open on desktop 

Did this work before? Yes 68

Chrome version: 69.0.3497.92  Channel: stable
OS Version: OS X 10.12.6
Flash Version: 

Chrome seems to remember that windows were minimized, yet choses to open them anyway. When it loads up previous session, as soon as one of the minimized windows appears in dock it immediately gets restored in the desktop (as if I clicked on it).

harindmitry@ Thanks for the issue.

Tested this issue on Mac OS 10.13.3 on the reported version 69.0.3497.92 and the latest Canary 71.0.3552.2 by following the below steps.

1. Launched Chrome and opened few windows.
2. Minimized few windows and closed chrome.
3. Re-launched Chrome and could observe that one of the window which was minimized is opened on the Desktop.
The same behavior is observed on M-68(68.0.3440.106) build.
Attached is the screen cast for reference.

Request you to check and confirm if anything is missed from our end in triaging the issue.
Also request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Pressing x doesn't exit the app though(you can still see both of the minimized windows in the dock), so "launching" it after that just tries to bring something to focus (i.e maximizes a window if none are maximized atm). You have to either cmd+Q or right-click -> quit to close the app.

Tested this issue on Mac OS 10.13.3 on the reported version 69.0.3497.92 as per comment #4 and unable to reproduce the issue.

By minimizing few windows, quit and relaunched Chrome, can observe the NTP page is loaded and the minimized windows are not loaded.
Attached is the screen cast for reference.

Request you to provide the screen cast of the steps followed to reproduce the issue, which will be helpful in better understanding.

Seems like "continue where you left off" is not chosen here, that why it starts this way (blank page and no minimized windows in dock, or anywhere else).
