A developer has requested for multiple analyses with the same culprit to be in the same bug as well.

Currently Flake Analyzer will file a separate bug for each flake analysis that has high confidence, even though the culprit may be the same for multiple of them

Consider filing 1 bug per culprit, and for each subsequent analysis that arrives at the same culprit just to update the same bug
