What steps will reproduce the problem?
(1) Change your Google account avatar
(2) Note the change in google web properties (via google one bar), user menu, and Chrome Settings
(3) Open Settings > Change name and picture
(4) Note the old photo (selected) as the first tile of the page
(5) Select a different photo and watch the old photo update to the new one, thus updating in the toolbar too.

What is the expected result?

When the avatar is updated in the web property, settings, and the user menu, the toolbar should also update.

What happens instead?

The toolbar image has to be manually updated via settings.
