Graphic artifacts on Canary

Steps to reproduce:
(1)open url
(2)scroll page and content inside box

Expected result:
no artifact please

Tested the  issue on android and no artifacts are seen

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to https://stackoverflow.com/questions/11649151/android-4-1-how-to-check-notifications-are-disabled-for-the-application and http://horoskopy.gazeta.pl/horoskop/strzelec/dzienny/
2. scrolled page and content inside box

Chrome version:
71.0.3554.0	

OS:
Android 7.0 

Android device:
Samsung s7

@ marcin: Please check the above steps and let us know if we miss anything. Is this issue consistently reproducible? Is this issue seen on other devices and on latest canary?

stackflower issue is somehow resolved in current Canary, gazeta.pl issue still exists.

the difference is, that I have Android 8.0 from Samsung (not 7.0).
