Compare with the steps in the last passing build in https://ci.chromium.org/p/chrome/builders/luci.chrome.ci/linux-perf/104, the failing build don't have "extract build" step. So I suspect it's due to John's work in issue 754104

It is, but it's transient: should only appear for testers running w/ the recipe change triggered by builders w/o the recipe change. This manifests beyond perf w/ test_pre_run ... *.isolated file for target ... is missing [collect error] ... wasn't triggered
