What steps will reproduce the problem?
(1) Turn on Linux apps from settings
(2) Wait for Crostini shell to appear
(3) Minimize the window

What is the expected result? 
An icon appears in the shelf showing that Crostini is running

What happens instead?
The window can only be retrieved by cycling through windows with Alt-Tab.
