[BGPT] Some scrollable panel can't be scrolled with scroll wheel |

Issue descriptionr590505 r590786 1. run chrome --enable-blink-gen-property-trees 2. Go to chrome://tracing 3. Load the attached trace 4. Click any green circle 5. Click any cc::PictureLayerImpl in the bottom-left panel 6. Try to scroll the panels with scroll wheel Expected: all panels with vertical scrollbars can be scrolled with scroll wheel Actual: Some panels can't be scrolled with scroll wheel (while still can be scrolled by dragging the scrollbar thumbs).

If I remove "body { height: 3000px; }" from the test case in bug 877576 , the test case will behave just like this bug.
