Move WebappCustomTabTimeSpentLogger into the customtabs package

The WebappCustomTabTimeSpentLogger is no longer webapp specific, so it should be renamed CustomTabTimeSpentLogger and refactored into the customtabs package

TrustedWebActivityOpenTimeRecorder does something very similar for Trusted Web Activities (which are run in CustomTabActivity). When making this change it would be good to get rid of that.
