Inappropriate toolbar behavior in full screen [Mac OS High Sierra]

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36 Steps to reproduce the problem: 1. Launch Chrome 69 in High Sierra 2. Put Chrome into fullscreen mode 3. Hover over the top of the screen to cause mac toolbar to appear 4. Compare this animation to any other program. What is the expected behavior? Before this update, the Chrome search bar would shift downward to compensate for the now visible mac toolbar, but the webpage would remain in place. What went wrong? Now, the entire program (web content and all) shifts downward to compensate for the appearance of the mac toolbar. Also, a ersatz toolbar appears between the mactool bar and the chrome search bar. Did this work before? Yes 68 Chrome version: 69.0.3497.92 Channel: stable OS Version: OS X 10.13.6 Flash Version: Hmu if you fix this? roigmj@gmail.com
