This is an extension issue from the looks of it, not an issue with the PDF viewer plugin. Sending over to to the Extensions component for triage.

I'd file a bug or send feedback to the extension developer.
/cc ekaramad in case there's a mime-handler-view related issue going on.

This is a CSP issue; and not a bug. The ETS site does not allow embedding. Perhaps the extension should use a <webview> instead?

Inspecting the background page:
Refused to display 'https://www.ets.org/Media/Tests/GRE/pdf/gre_research_validity_data.pdf' in a frame because it set 'X-Frame-Options' to 'sameorigin'. I verified on a local server that the extension works fine if there are no CSP and X-frame option limitations.

I am marking this as Won't Fix.
