OS: Windows (7,8,8.1,10), Mac OS X(10.12.6,10.13.1,10.13.6,10.14) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, go to NTP and open DevTools.
2. Press 'Esc' key to open Console drawer and click on eye (Create live expression) icon to open 'Expression' text-box.
3. Now type any text in expression text-box, press 'Enter' key from keyboard and observe.

Actual: Unable to add the expression on pressing 'Enter' key from keyboard.
Expected: Should be able to add the expression on pressing 'Enter' key from keyboard.

This is a Non-regression issue seen from M-70 series as 'Create live expression' button under 'Console' is introduced from build #70.0.3536.0

NOTE: This issue is also reproducible on Dev #70.0.3538.9
