Non-Regression: 'Notifications are hidden' goes missing when docked magnifier is enabled in lock screen

What steps will reproduce the problem?
(1)Sign-in to user>> Lock the user and enable docked magnifier
(2)Observe 'Notifications are hidden' is missing 

Actual: 'Notifications are hidden' goes missing when docked magnifier is enabled in lock screen
Expected: 'Notifications are hidden' should be seen when docked magnifier is enabled in lock screen

This is a Non-Regression issue seen from M-70

NOTE: Issue is also seen in M71

Yes, the system menu should take into account the changes in the display's workarea which the docked magnifier, as well as chromevox panel change.

tetsui@ can you please take a look?

Please see if you can use display::DisplayObserver::OnDisplayMetricsChanged() with DISPLAY_METRIC_WORK_AREA to observe workarea changes and act accordingly.
