Non-Regression: Focus on toggle button is not proper in Select-to-speak settings in chrome://settings/manageAccessibility

Issue description

Chrome Version: 70.0.3538.16/11021.13.0  dev channel  Daisy,Kip,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/manageAccessibility
(2)Click on Open select-to-speak settings and tab until focus reaches 'Highlight each word as it is spoken' toggle button  and observe the focus

Actual: Rectangular Blue focus is seen around the toggle button
Expected: Instead, focus should be seen on the knob of toggle button 

This is a Non-Regression issue seen from M-70

Thanks. The button is a different element from the settings pages, so I'd have to do a lot of CSS work to get this right. I figured it was better to show focus with poor UX than not show focus at all.

Issue is focus is present but not like other toggle button focuses. The merged into issue seems to be focus is not seen at all. Re-opening issue for clarification.

Thanks kebalaji@. I did the duplicate in the wrong direction. The other bug is fixed but has some useful commentary on how to fix this one ( crbug.com/779000 ), so I've made it a dupe of this.
