What steps will reproduce the problem?
(1)Recover build >>In OOBE screen set the language to Arabic
(2)From Ubertray/Accessibility >> Enable ChromeVox(spoken feedback)
(3)Open ubertray >> by tabbing observe the chromevox reader orange focus on Accessibility menu options

Actual: Focus is not seen on the menu options, appeared at edges
Expected: Focus should be clearly seen on around the menu options

This is a Regression issue as same is working fine in M-63

Note:
1.Issue is also seen in M-68 Stable,M-69-Beta
2.Issue is seen from M-64
