Non-Regression: Unable to enable/disable toggle buttons when clicking on the text beside them in One last thing overlay of Sign-in screen

Issue description

Chrome Version: 70.0.3538.16/11021.13.0  dev channel  Daisy,Kip,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Sign-in to device with valid credentials
(2)After clicking 'Accept & Continue' in You're sign in screen( sync setting overlay), One last thing screen is seen, try clicking on the text beside toggle buttons and observe

Expected: Toggle button should be able to enable/disable while clicking on the text beside them
Actual: Instead, toggle buttons can't be enabled/disabled when click on the text( Refer video)

This is a Non-Regression issue seen from M-70

Zach, Elizabeth, do you think we need this? I am not sure what the expected behavior is here.
Yes, in general clicking the text should change the toggle, we have this across the rest of OOBE IIRC.
