What steps will reproduce the problem?
(1)Sign  into user >>goto chrome://settings page/crostini
(2)click 'Turn on' button of Linux(Beta) 
(3)By tabbing observe the focus on Learn More link in Linux(Beta)screen

Actual:Tab Focus on 'Learn More' link is not clear just seen as a line
Expected: Tab focus on 'Learn More' link should be seen around the text 

This is a Non-Regression issue seen from M-70
