Non-Regression: Header title is seen missing for Linux(Beta)in overview mode

Issue description

Chrome Version: 70.0.3538.16/11021.13.0  dev channel Reks
OS: Chrome OS ARC

What steps will reproduce the problem?
(1)Sign  into user >>goto chrome://settings page/crostini
(2)click 'Turn on' button of Linux(Beta) 
(3)Keep the Linux(Beta) window in overview mode and observe

Actual: Header title is seen missing for Linux(Beta)in overview mode
Expected:Header title is should be seen for Linux(Beta)in overview mode

This is a Non-Regression issue seen from M-70

I think its ok this doesn't have a title. These dialogs should be rarely entered into overview. I dont see anything we can take from the dialog text we can use as the title, i think for this and other dialogs we need to come up with dedicated strings, if we want this.

mccanny@ - Marking this as wont fix, but feel free to reopen this if you think otherwise. 
I was going to re-open, but I've filed crbug.com/904550 to track a larger audit of windows with this problem - I don't think this is the only case of this.
