Explain content settings pattern syntax

Issue description

The only way to learn about the content settings pattern syntax seems to be to look at the code that implements it. (https://cs.chromium.org/chromium/src/components/content_settings/core/common/content_settings_pattern.h?l=168&rcl=260d4608eb584984dd073c8a2a7d4dac2a0058f6)

We should add a way to explain this to interested users e.g. in some kind of tooltip or a help center article.

We should also include a link to this documentation when it exists in policy_templates.json for the policies that use content settings patterns.
