KDE caption button color has low contrast

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/69.0.3497.81 Chrome/69.0.3497.81 Safari/537.36 Steps to reproduce the problem: 1) open the browser in a KDe environment by Linux operating system (use KDe NEon as example); 2) full the preferred bar by many favicons; 3) open many TABs; 4) look at the color of the buttons to manage the page of the browser: they are as dark as the bar of the main page, so to be almost unrecognizable; 5) use a 1024x768 monitor. What is the expected behavior? 1) to fix the space issue of favicons and TABs; 2) to fix buttons DARK color of the browser in KDe environment. What went wrong? 1) the space between the 2 adjacent favicons is longer than the previous layout, so that many favicons are no longer visible; 2) the space between the "+" button and the minimize button is unnecessary abundant, so to decrease the space for the TABs; 3) the color of the buttons to manage the page are as dark as the upper bar. Did this work before? N/A Chrome version: 69.0.3497.81 Channel: stable OS Version: KDe Neon based on 16.04 Ubuntu 4.15 Kernel 5.50 KDe frameworks, 5.13.5 PLASMA Flash Version: not present

The padding between favicons and after the new tab button is working as intended, but the caption buttons here do look fairly dark. What does a system-native window in this environment look like?

Unable to reproduce on Chrome 69.0.3497.92 and Ubuntu 16.04.

Please test with gtk3-widget-factory to see if it also experiences the same dark caption buttons: $ sudo apt install gtk-3-examples $ gtk3-widget-factory

@thomasanderson@chromium.org use KDe Neon or Kubuntu to reproduce the issue. I've described the way to reproduce this problem. The problem apparently happens on KDe PLASMA environment.
