1st line icons turn to be enabled after set password visible.

Issue description

Version 70.0.3544.0(Official build) canary (32-bit)
Platform 11057.0.0(official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Open gmail.com
2.Input account
3.Then put cursor into a passwork input-box.
2.Set password visible

Actual result: 
1.Keyboard pops up, with the 1st line icons (e.g.  HW, Dock/FLoating, Settings, Voice) disabled.
2.The 1st line icons turn to be enabled.

I found the settings choices are gone entirely.  I think this was the plan, right?  If so, please close as WAI.

For password fields, expected behaviour is to hide the settings choices and replace it with a numbers row. This is what I see.

However, when you tap the "eye" icon to change visibility, the settings choices appear again. This is because when you tap the icon, the Google login page changes the input type to "text", so we just use the normal text layout.

It does feel a bit weird, but the VK is WAI in the circumstances. We could ask the Google login team if they can implement the "eye" in a different way, but I suspect not.
