-webkit-background-clip: text does not work if the element has pseudo content not absolutely positioned

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
1. create an element that utilizes -webkit-background-clip: text
2. add a ::before pseudo element with some content to display
3. add/remove position: absolute on the pseudo element

What is the expected behavior?
to see the the background text clipping applied if the pseudo element is positioned relatively

What went wrong?
background text clipping does not render background image

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Version 69.0.3497.23

Does this work in other browsers? Yes

Chrome version: 69.0.3497.92  Channel: stable
OS Version: OS X 10.13.5

Regressed in r587771, fixed in r589314, so I guess this is a dupe of  issue 880825 . (Fix will be in M70.)
