Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Steps to reproduce the problem: 1. Open up different tabs to different websites in a normal window. 2. Close the normal window, thus exiting chrome. 3. Start chrome, restoring the previous session. 4. Open an incognito window, and go to a site. 5. Go to the normal window, and click on tabs that were restored, but not yet viewed. 6. There's a momentary flash of the incognito window contents visible in the normal tab. What is the expected behavior? No flashing of incognito contents; if anything, just a white canvas. What went wrong? Incognito window contents were visible in a normal tab. See the attached 1-second video. Did this work before? Yes At least a few versions ago, but can't recall with precision. I've noticed it the past few (3) months. Chrome version: 68.0.3440.106 Channel: n/a OS Version: OS X 10.13.6 Flash Version:

What is that video meant to show? One second isn't anywhere near enough time to see something happening. That video literally just shows a random page (I guess the URL doesn't match the page but how would I know?), and you don't even go to incognito mode. I'm not a Chromium dev but I'm just warning you the video doesn't add any useful information.

One second is enough to see it happening actually: the last image of the video (at the end) is the contents of the incognito window. I guess you wanted me to show that it was indeed the incognito window; fair enough. I've attached a new video where I switch to the incognito window and the flashing of the incognito text can be seen in the normal window tab switching multiple times.

Can you reproduce this in latest Canary?

I haven't downloaded Canary. I might be able to test this out later this week by downloading and using Canary, but since Canary's a nightly build and might be unstable I don't want to do that during my day job (which is hopefully understandable).
