Notifications not reachable with mouse in expanded status tray when display size at largest setting

Issue description

Google Chrome	70.0.3538.7 (Official Build) dev (64-bit)
Firmware Version Google_Eve.9584.160.0

Steps to reproduce:

# Set display size/screen resolution to be the largest setting either in settings or by using ctrl + shift + plus sign
# Do anything that will create a notification such as taking a screenshot
Expected: when opening the status tray fully, able to get into the notification with the mouse or otherwise bring it down
Actual: only a sliver of bottom of the notification is available, no way to mouse into it. 

Workaround: I need to partially collapse the status tray to see the notification text at all. This is annoying since I don't want to have to switch back and forth between Status Tray views just to get notifications.
