Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Example URL: https://www.gdgmelbourne.com/#what-we-are-about Steps to reproduce the problem: 1. Click a hyperlink URL that ends with something like `/#somefragment`. 2. Witness Chrome display File Viewer for file:///#somefragment, which displays the root directory of computer. 3. Wonder what just happened. What is the expected behavior? Clicking the hyperlink should make a GET request for the URL, subsequently display something to do with that request (success or failure) and not teleport to some other context. What went wrong? The browser seems to have got its wires crossed. Does it occur on multiple sites: N/A Is it a problem with a plugin? N/A Did this work before? N/A Does this work in other browsers? N/A Chrome version: 68.0.3440.106 Channel: stable OS Version: OS X 10.13.6 Flash Version: Seems related to: https://bugs.chromium.org/p/chromium/issues/detail?id=542981 Could this be abused for social-engineering?

This is unusual. I notice that your Chrome is out of date. Could you try updating and then test this again? I can't make it happen so far.
