Make perf gtest output valid json format

For example, components_perftests in https://ci.chromium.org/p/chromium/builders/luci.chromium.try/win7_chromium_rel_ng/82992 produced an invalid test result. And as a result, the test results are not uploaded to our test-results app or the corresponding BigQuery table.

Is it possible to make testing/perf/ (I assumed that this is the test runner for perf gtests) have the same behavior as base/test/launcher/?

Since those perftests are not supported in all the toolings as of now and no one complains of flaky or consistent tests so far (I assumed), it is not an urgent request, thus P2 and early next quarter seems fine.
