disable extensions except switch does not work with enterprise enforced extensions

Project Member Reported by wfh@chromium.org, Sep 11

Issue description

Chrome Version: 69.0.3497.92 (Official Build) (64-bit) (cohort: 69_win_92)
OS: Windows 10 Version 1803 (OS Build 17134.228)

What steps will reproduce the problem?
(1) Be on a network that has an extension policy
(2) pick an extension
(3) run chrome.exe --disable-extensions-except="C:\Users\user\AppData\Local\Google\Chrome SxS\User Data\Profile\Extensions\extensionid\ver.ver"

(where profile, extensionid and ver.ver point to a valid extension that is loaded in a normal run of Chrome)

What is the expected result?

Only that extension loads.

What happens instead?

It says that "extensionid" is blocked by policy. This is not true since it loads fine in a normal start of Chrome.

That's interesting. dbertoni@, would you be able to look into this when you have a moment?

(wfh@: I'm lowering priority, but let me know if there's a reason this should be higher)
