What steps will reproduce the problem?
(1) Be on a network that has an extension policy
(2) pick an extension
(3) run chrome.exe --disable-extensions-except="C:\Users\user\AppData\Local\Google\Chrome SxS\User Data\Profile\Extensions\extensionid\ver.ver"
(where profile, extensionid and ver.ver point to a valid extension that is loaded in a normal run of Chrome)
What is the expected result?
Only that extension loads.
What happens instead?
It says that "extensionid" is blocked by policy. This is not true since it loads fine in a normal start of Chrome.
