'position: fixed' behaviour change in Chrome 70

Issue description

What steps will reproduce the problem?
1. Open the HTML file from here: https://drive.google.com/file/d/1vd0ZSY4HfbunRFKQYOb_6Oq4O-p1zn9A/view?usp=sharing. This file is available only to users with an @google.com address because this file may contain some Google+ debug information.
What is the expected result?
Both Chrome 69 and 70 show the bottom-right button (with pencil icon) fixed to the bottom of the screen.
What happens instead of that?
Chrome 70 moves the button to the bottom of the *document* rather than anchoring it to the bottom of the viewport.
Please provide any additional information below. Attach a screenshot if
possible.
This was reported previously as bug 874239 , but that bug was closed before I could get this repro case.

The test html file at https://drive.google.com/file/d/1vd0ZSY4HfbunRFKQYOb_6Oq4O-p1zn9A/view?usp=sharing is not accessible from our end. It seems the issues can be triaged by someone having @google.com address only i.e corp account. Hence, forwarding the issue to inhouse team for further triaging. Thanks...!!
