CrOS docs markdown index isn't rendering navbar

I'm pretty sure this used to render the navbar, and we link to this.

The direct link to README.md works:

yeah, this is a bug/feature in gitiles and there's nothing we (as users of gitiles) can do about it directly.  short of implementing things and submitting patches ourselves.

i started a thread a while back:

we could "escalate" it to a bug, but not sure how much traction that'll get either :/.
