can't drag / close shortcut viewer using frame

ToT

The frame doesn't seem to respond to mouse event. 
Files apps, task manager etc works fine.

Not sure when this was regressed.

wutao@ can you take a look?

Maybe related to mus, I tried yesterday without mus app, it is fine.

msw, something wrong with event routing?

If this goes away when you disable the app version in about:flags, it's due to mustash and we should take the bug.

I can't repro on ToT @ #589950. Oshima, are you on a later ToT, any other tips?
Does it repro with #ash-keyboard-shortcut-viewer-app default (enabled) *and* disabled?
